1. Project preparation:
The project is taken up and implemented in a "bottom-up" manner based on the views, needs or needs of the local people, i.e. the project is not imposed from the top down. Development Project Proposal (Proforma-DPP) or DPP is prepared for the project to be implemented on the basis of a detailed survey report after initial search, verification and selection. The Annual Development Program or ADP of the project concerned is formulated after the approval of DPP by the Ministry of Administration, Planning Commission or ECNEC according to the financial limits of the estimated cost of the project. The project is then implemented in accordance with the prevailing government rules, regulations and policies.
2.0 Functions of BWDB:
BWDB's overall functions are governed by the Bapaubo Act 2000. In the light of National Water Policy-1999 and National Water Management Plan-2004 and subject to other provisions, the Board undertakes all activities related to formulation, implementation, management, maintenance and evaluation of projects required for carrying out the following functions. The overall functions of Bapaubo are mainly of two types, viz., Structural and non-structural and auxiliary functions, which are as follows:
2.1 Structural functions:
(A) Control and development of rivers and river basins and construction of reservoirs, barrages, dams, regulators or any other infrastructure for flood control, drainage, irrigation and drought prevention.
(B) Re-excavation of waterways, canal beels, etc. for the development of water flow or to change the course of water flow for the purpose of providing assistance in irrigation, fish farming, shipping, forestry, conservation of wildlife and overall development of the environment.
